Oliver.The HEDC was founded in 2007 by a committed group of community stakeholders who wish to see the Hilltop neighborhoods grow and thrive as safe, healthy and enjoyable neighborhoods to live and work in. For more information please visit the Hilltop Economic Development Corporation... http://www.hilltopedc.org/ Mount Oliver City / St. Clair Block Watch In approximately 1984 MOPAC (Mt. Oliver Pittsburgh Action Coalition) was formed. The monthly meetings were held at St. Joseph’s Convent on Cathedral Avenue (now Potter’s House Multi-Education Building) and were well attended by residents of Mt. Oliver City as well as Mt. Oliver Borough. There were officers and a duly constituted Board in place. MOPAC became affiliated with Arlington Civic Council in 1987 and worked with that Council until 1999. At that time the Mount Oliver City Block Watch was formed and now work independently.
